公安机关捣毁地下钱庄100余个 查明涉案资金流水800余亿元

height: 4px; vertical-align: top; overflow: hidden; background-color: #3a425e;"></section></section></section></section></section></section><section><p><br />公安部刑事侦查局副局长陈士渠在发布会上介绍，行动以来，公安部对16起重大案件挂牌督办；国家移民管理局指导珠海、深圳、广州等地边检机关，积极协同工作专班开展核查处置和人员移交工作，专项行动开展以来，共依法查获并向工作专班移交“换钱党”人员142名。各地共打掉263个涉嫌非法经营、组织偷越国（边）境、诈骗、非法拘禁等衍生犯罪团伙，捣毁地下钱庄100余个，查明涉案资金流水800余亿元。<br /> </p><p>“公安部组织相关省份开展5次集中抓捕行动，共抓获犯罪嫌疑人846名，破获了一批重大案件。”陈士渠说。<br /> </p><p>其中，重庆公安机关破获邓某等人敲诈勒索案，查明该团伙自2015年以来，在澳门为赌客提供“洗码”“换钱”服务，对赌客实施非法拘禁、敲诈勒索、虚假诉讼等犯罪行为，查明涉案资金8400余万元。<br /> </p><p>辽宁沈阳公安机关打掉一个以张某为首的涉嫌非法买卖外汇犯罪团伙，抓获犯罪嫌疑人75名，查明涉案资金41亿元。辽宁鞍山公安机关打掉王某某等人组织他人偷越国（边）境的犯罪团伙，抓获犯罪嫌疑人36名。<br /> </p><p>广西梧州公安机关打掉组织偷越国（边）境犯罪团伙，抓获犯罪嫌疑人33名，摧毁了一条“换钱党”人员利用虚假机票以“过境”名义进入澳门并长期滞留的偷渡通道。</p><p style="text-indent: 2.2353em;"> </p></section><section style="text-align: center; height: 4px; vertical-align: top; overflow: hidden; background-color: #3a425e;"></section></section></section></section></section></section><section><p style="text-indent: 2.2353em;"><br />在重庆公安机关破获的邓某等人敲诈勒索案中，2015年至2018年，以邓某为首的恶势力团伙物色在澳门参与赌博的赌客，向其出借“泥码”（一种只能用于特定赌场赌博的筹码），并带至澳门特定赌场、赌厅进行赌博。在赌博期间，该团伙收取“砍头息”（指借贷中出借人预先从本金扣除一部分利息），并限制下注上限，禁止中途退出，直至将“泥码”输完，其后逼迫赌客以“生活生产”为由虚构借款欠条，甚至虚增借款金额。团伙成员再将部分赌客带至澳门事先预定的酒店房间实施非法拘禁，通过语言威胁、殴打等方式逼迫其还钱。<br /> </p><p>“该团伙还公然将有关虚构借款欠条诉讼至重庆市璧山区人民法院等法院，涉嫌虚假诉讼案件31件，涉案金额8400余万元，严重妨害司法秩序。鉴于该案案情重大、复杂，公安部对该案挂牌督办。目前，该案已侦查终结，移送检察机关审查起诉。”重庆市公安局刑事侦查总队副总队长贺绍果说。<br /> </p><p>江西省公安厅刑事警察总队总队长李之旦告诉记者：“行动以来，我们共破获‘换钱党’及衍生违法犯罪案件412起，采取强制措施人员563名，打掉‘换钱党’团伙46个。”<br /> </p><p>广东省公安厅刑事侦查局副局长吴伟补充说：“我们探索形成由刑侦部门牵头，以深化专班建设、线索研判、综合治理为主抓手，集全警之力开展专项行动的总体思路。截至目前，共侦破涉‘换钱党’及衍生违法犯罪案件192起，打掉犯罪团伙118个，查明涉案金额147亿元。”</p><p style="text-indent: 2.2353em;"> </p></section><section style="text-align: center; height: 4px; vertical-align: top; overflow: hidden; background-color: #3a425e;"></section></section></section></section></section></section><section><p style="text-indent: 2.2353em;"><br />“为深入研判、深度打击‘换钱党’及衍生违法犯罪活动，公安部多次与澳门警方研商合力打击措施，围绕‘换钱党’及衍生违法犯罪，建立了专项警务协作机制。建立‘换钱党’人员遣返审查机制，由珠海工作专班接收、审查澳门警方遣返的‘换钱党’人员，确保澳门警方查获‘换钱党’人员当日遣返、当日审查。目前已接收、审查澳门遣返的‘换钱党’人员581名。今年以来，澳门警方定期向内地公安机关通报‘换钱党’有关信息，公安部已部署相关地方公安机关迅速开展核查。密切协作配合机制，综合研判、深度挖掘双方掌握的信息资源，协调澳门警方同步开展打击工作，形成密切配合、协同一致的工作合力。”陈士渠说。<br /> </p><p>记者注意到，随着“非法汇兑”在澳门立法入刑，“换钱党”及衍生违法犯罪得到有效遏制，但打击整治工作面临的形势仍然比较复杂。<br /> </p><p>陈士渠表示，下一步，公安部将部署各地公安机关继续强化与澳门警方的协作配合，依法严厉打击“换钱党”及衍生的各类违法犯罪活动，坚决维护人民群众合法权益，共同维护内地与澳门的社会稳定和经济秩序。</p></section></section></section></section><section style="margin-bottom: 0px;"><section style="box-sizing: border-box;
