一脚踏进柬埔寨，没办法离开：特朗普36%关税下越南是最优选择？

font-size: medium;">这是一项已经讨论许久的决定，终于以官方发布的形式尘埃落定。但对于众多依赖对美出口的企业而言，依旧是一次沉重打击：可并非所有人都因此动摇。</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">就在消息公布的当日清晨，加华工业园的招商经理刘诣手机里涌入了上百条信息，而信息的内容也是五花八门：有的是同行打探消息真假、有的是客户确认政策影响、还有不少来自已经落地企业的回复，总之大多数企业主没有表现出情绪化，反而显得冷静甚至坦然。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">“变数一直都在。”刘诣反复提到这句话，“这不是第一次传了。”</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">刘诣告诉记者，园区内一家在园区内颇有规模的企业老板，就跟他说会继续选择在柬埔寨投资。“他说得很直接，一只脚踏进来了，不可能回头。”刘诣说；也就是说，在关税冲击即将来临之际，依然有一部分中国企业选择留下，他们并非盲目，而是在现实中寻找出路。</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">因为对于很多已经在柬埔寨落地的企业来说，“走”并不是一件容易的事。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">厂房已经建成、机器已经运转、员工已经招好、供应链上下游也已打通、投资的重心和节奏都已经铺开，在这种状态下贸然退出，不仅意味着资金损失，还会错失重新部署的窗口期。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“大家不是没意识到有风险，但现实情况是，想要抽身也不是件容易的事。”刘诣说。</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">可留下也不代表毫无变化：在采访中，记者了解到，这一轮关税政策落地后，已经有企业主开始调整方向，也就是过去主要做美国市场的，现在考虑开发欧洲、日韩、中东等市场，也有的在评估澳大利亚和新西兰的订单机会。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">“并非所有企业都高度依赖美国市场，美国虽然排在前列，但从来不是全部。”这是刘诣反复强调的一点。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">某种程度上来说，对于还在观望期的企业而言，这36%的关税反而起到了“加速决策”的作用。“以前他们是犹豫不定，现在就必须作出选择了。”刘诣说，“有客户说好歹靴子落地了，知道方向了。”</span></p><section style="text-align: center;"><span style="font-family: 微软雅黑; font-size: medium;">但即使决定继续留在柬埔寨，企业的策略也会发生变化。一位主做美国市场的箱包厂负责人诉记者，他们会转而寻找“其他成本可控、市场增量大的区域”；他表示，目前考虑的目标之一是沙特。“我们也不是单纯硬抗36%，而是用产品调整加市场重配的方式，尽量把影响压下来。”这位负责人说。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">在采访中，“调整”是另一个高频词。“这事不是说定了关税就没人来了，反而是客户结构会变。”刘诣说。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">他向记者透露，以后的招商方向会可能相应发生一些变化。原本的重点是以欧美市场为主的代工厂；现在，自己也在主动接触那些以中东、日韩、非美国家为主市场的制造企业，以及部分具有一定内销能力的品牌方。</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“因为这种企业，在36%关税下的抗冲击能力更强一些。”刘诣说。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">而对一些仍在中国国内观望的制造商来说，越南一直是被拿来与柬埔寨比较的对象。但刘诣也指出，越南并不一定是更优解。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“有一个客户前几个月刚去越南考察回来，今天上午就明确跟我说，决定继续选柬埔寨。”他说，“他在越南那边待了一个多月，厂房租金、工人工资、环保监管都比柬埔寨高，搞不好还不如扛下这36%的关税来得划算。”</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">这也是部分企业最终回流柬埔寨的原因之一。“很多人认为‘越南免税所以划算’，但真进去了才知道成本比想象中高。”刘诣表示。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">不过也有一位制衣厂的负责人告诉记者：特朗普这36%的关税下来后，其实对他们的影响也还算好。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“影响肯定有，我觉得没有越南有优势了，但我们不会考虑转移，因为我们越南也有几十家工厂，印度尼西亚也有十几家，对我们影响不大，越南效率比柬埔寨高，工会也没有那么难，对比投资环境我觉得越南还是比较好的。”这位制衣厂的负责人说，“反正特朗普一直会变，以后怎么样我也不清楚，不过关税增加，成本也高，又不是所有国家的供应链都那么齐全”</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">值得一提的是，36%的关税虽然给部分企业带来冲击，但从园区角度看，也不全是坏事：此前，由于企业大量涌入，部分工厂出现了“用工荒”苗头。工资福利竞争激烈，用人成本上涨。</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">刘诣认为，这波冷静期，反而让市场得以喘口气。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“现在客户少了点，但人员稳定了，如果关税是10%，大家一哄而上，最后可能企业抢人抢得头破血流。”他说，“当然，影响是真实存在的。原来可能十个客户有九个都直接要来看地，现在可能就剩六七个了。但不是停滞，是降温。也没听说哪个企业说马上要跑路。”</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">“还是有人在咨询，也还是有人来谈，大家就是重新评估一下，不是说柬埔寨就不行了，对于不少客户而言，这场风暴其实更像是一次市场筛选：真正有实力、有战略的企业，会继续找机会。靠低价贴牌的、跟风过来的，可能就会被淘汰。”刘诣说，“但这不是坏事，对工业园而言，现在我们会更精细化，更注重匹配度。”</span></p><p style="line-height: 1.75;"><span style="color: #d92142; font-weight: bold;"><span style="font-family: 微软雅黑; font-size: medium;">回到开头，刘诣所转述的那句话“我已经一只脚踏进来了，不可能回头”，并非情绪化的表态，而是部分中资企业在面对变化时作出的现实判断。</span></span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑; font-size: medium;">更准确地说，这是一场强制性的市场重组，它迫使企业更清晰地认识自身在区域产业链中的位置，也逼迫园区在招商定位与资源匹配上进行重新规划：对柬埔寨而言，这或许是一个从“广度扩张”向“结构优化”过渡的开始；对企业而言，这既是政策带来的冲击，也是重新布局的窗口。</span></p><p style="line-height: 1.75;"><span style="font-family: 微软雅黑;
