letter-spacing: 0.034em; font-style: normal; font-weight: normal;"><span style="font-size: 15px;">经审理查明：2015年以来，以明学昌（已死亡）、明国安（另案处理）、明国平、明珍珍等家族核心成员为首要分子，以毕会军等其他家族成员和周卫昌等武装头目为重要成员的明家犯罪集团，利用明家家族在缅甸果敢地区的影响力，发展和依托明家家族掌控的武装力量，在果敢老街及石园子、清水河等地设立多个园区，招揽、吸引巫鸿明、罗建章、蒋吉等多名“金主”入驻并提供武装庇护，伙同以“金主”为首要分子的犯罪集团实施电信网络诈骗、开设赌场、贩卖毒品、组织卖淫等犯罪活动，涉赌、诈资金100余亿元。明家犯罪集团伙同巫鸿明等人的电诈犯罪集团，杀害、伤害试图逃跑或不服从管理的涉诈人员，造成10人死亡、2人受伤；2023年10月20日，为防止涉诈人员被移交我国，明家犯罪集团伙同巫鸿明等人组织转移、藏匿涉诈人员过程中，明家武装人员开枪射击，又造成4人死亡、4人受伤。</span></span></p><section style="color: rgba(0, 0, 0, 0.9);
