关于严格规范高风险设备生产单位资质准入与新安装设备监督检验的通告
为严守公共安全底线，防范重特大安全事故，依法压实主体责任，依据柬埔寨特种设备安全相关法律法规，现就强化高风险设备生产单位资质管理与新安装设备监督检验工作，通告如下：
一、严格生产单位资质准入管控
自2026年4月18日起，所有高风险设备生产（制造、安装、改造、修理、维保）单位，须向柬埔寨特种设备检测院提交资质评审申请，完成合规审查并取得工业部许可。
自2026年6月1日起，未取得高风险设备生产许可的单位，严禁从事任何高风险设备生产活动。
二、强化新安装设备监督检验登记
自2026年6月1日起，境内所有新安装高风险设备，必须向柬埔寨特种设备检测院申报监督检验，检验合格后依法办理注册登记手续，未经检验或检验不合格一律不得投入使用。凡擅自安装、违规投用、拒不报验的，一律从严查处。
三、严格执法 绝不姑息
各相关企业须限期全面自查整改，按期完成申报与评审。工业部联合特检院将开展全覆盖执法检查，对逾期未报、无证生产、未经检验投用等违法违规行为，依法采取查封扣押、高额罚款、停业整顿、吊销资质等强制措施；造成安全事故与公共危害的，从严追究法律责任，绝不姑息迁就。
本通告自发布之日起生效，望全社会严格遵照执行。

Notice on Strictly Regulating the Qualification and Inspection of High-Risk Equipment Manufacturers and the Supervision and Inspection of Newly Installed Equipment
To safeguard public safety, prevent major safety accidents, and ensure the implementation of legal responsibilities, in accordance with relevant Cambodian laws and regulations on special equipment safety, the following notice is hereby issued regarding strengthening the qualification management of high-risk equipment manufacturers and the supervision and inspection of newly installed equipment:
I. Strict Control over the Qualification of Manufacturers
From April 18, 2026, all high-risk equipment manufacturers (manufacturing, installation, modification, repair, and maintenance) must submit a qualification review application to the Cambodia Special Equipment Inspection Institute, complete the compliance review, and obtain a permit from the Ministry of Industry.
From May 1, 2026, units that have not obtained a high-risk equipment production permit are strictly prohibited from engaging in any high-risk equipment production activities.
II. Strengthen Supervision, Inspection, and Registration of Newly Installed Equipment
From May 1, 2026, all newly installed high-risk equipment within the country must be submitted to the Cambodian Special Equipment Inspection Institute for supervision and inspection. After passing the inspection, registration procedures will be processed according to law. Equipment that has not been inspected or has failed inspection shall not be put into use. Any unauthorized installation, illegal use, or refusal to submit for inspection will be severely punished.
III. Strict Enforcement, No Tolerance
All relevant enterprises must conduct comprehensive self-inspections and rectifications within a specified period and complete the application and review on schedule. The Ministry of Industry, in conjunction with the Special Equipment Inspection Institute, will conduct comprehensive enforcement inspections. For illegal and irregular activities such as overdue reporting, unlicensed production, and use without inspection, compulsory measures such as sealing and seizure, heavy fines, suspension of business, and revocation of qualifications will be taken according to law. Those causing safety accidents and public hazards will be held strictly accountable under the law, with no leniency.
This notice is effective from the date of issuance and is expected to be strictly followed by the entire society.
