9月15日，柬埔寨特种设备检测院在院报检大厅隆重召开高风险设备检验检测及高风险作业人员培训考核推进发布会。工业科学技术与创新部国务秘书邓思尼阁下、国土管理城市规划与建设部国家建设实验室总局长等领导，各省工业局领导、行业协会、商会、工业园区负责人及企业代表共计300余人出席本次会议。
发布会在柬埔寨国歌与中国国歌中正式拉开帷幕。柬埔寨特检院顾问何泾渭先生代表特检院，向莅临现场的各位领导、嘉宾致以热烈欢迎与诚挚感谢。何泾渭介绍了柬埔寨特检院高风险设备检验业务推进情况，围绕高风险设备生产准入评审、安装改造修理监督检验、定期检验等全链条工作进行讲解，并重点介绍特检院在高风险设备作业人员培训考核方面的突出优势：雄厚专业师资、实景设备实操训练、配套完善的专业化培训场地，可高质量完成作业人员培训考核工作。
工业科学技术与创新部国务秘书邓思尼阁下，就工业部与特检院合作备忘录及官方授权事宜作了说明。他着重强调，各高风险设备使用单位务必重视设备检验检测工作，高风险设备办理使用登记的前置条件为检验检测合格，要求各企业积极配合特检院开展检验检测工作，守住安全生产底线。
工业部工业安全局局长仲布先生，解读《工业管理法》及工业部高风险设备监管相关部令，介绍当前柬埔寨高风险设备安全监管现状；系统介绍高风险设备类别、设备运行规范与日常保养要求，同时详细讲解安全技术性能证书的办理流程，明确特检院出具的检验检测结果是取得该证书的重要环节。
会上，特检院代表详细介绍检验检测业务及高风险作业人员培训考核完整流程。结合真实高风险设备事故案例开展警示教育，讲解各类高风险设备适用的检验检测技术手段，直观展现隐患排查的技术方法。
会议现场，邓思尼阁下为顺利通过高风险设备作业人员培训考核的学员颁发合格证书，并发表会议闭幕词，勉励各企业落实安全生产主体责任，重视设备检验与人员持证上岗，持续提升柬埔寨工业领域高风险设备安全管理水平。
与会政企代表对会议内容反响热烈，纷纷表示将把本次会议精神带回企业与园区，主动配合特检院开展高风险设备检验工作，落实安全主体责任，保障各类高风险设备安全稳定运行，共同推动柬埔寨工业安全高质量发展。
Working Together to Build a Safety Line for Equipment
High-risk Equipment Inspection Center Successfully Holds Press Conference on High-Risk Equipment Inspections and Personnel Training and Assessment
On September 15, the High-Risk Equipment Inspection Center held a press conference to promote the initiative of inspections and testing of high-risk equipment, as well as training and assessment for high-risk personnel, in the center’s inspection reception hall. More than 300 people attended the meeting, including His Excellency Dr. Tung Siny, State Secretary of the Ministry of Industry, Science, Technology, and Innovation; the Director-General of the National Construction Laboratory under the Ministry of Land Management, Urban Planning and Construction; as well as leaders from provincial industrial bureaus, heads of industry associations, chambers of commerce, and industrial parks, and corporate representatives.
The press conference officially began with the national anthems of Cambodia and China. Mr. He Jingwei, an advisor to the High-risk Equipment Inspection Center, extended a warm welcome and sincere gratitude to all the leaders and guests in attendance on behalf of the Center. He Jingwei provided an overview of the progress made by High-risk Equipment Inspection Center in advancing its inspection services for high-risk equipment. He described the full scope of operations, including production access reviews and supervisory inspections for installation, modification, and repair, as well as periodic inspections. He also highlighted the Center’s distinct advantages in training and assessing personnel working with high-risk equipment: a strong team of professional instructors, hands-on training with real-world equipment, and well-equipped, specialized training facilities, all of which enable the Center to conduct high-quality training and assessment programs for operational staff.
His Excellency Dr. Tung Siny, State Secretary of the Ministry of Industry, Science, Technology, and Innovation, provided an explanation regarding the Memorandum of Understanding between the Ministry of Industry and High-risk Equipment Inspection Center, as well as matters related to official authorization. He emphasized that all entities operating high-risk equipment must attach great importance to equipment inspection and testing. He noted that passing inspection and testing is a prerequisite for registering high-risk equipment for use, and he urged all enterprises to actively cooperate with the High-risk Equipment Inspection Center in conducting inspection and testing activities to ensure workplace safety.
Mr. Chong Bou, Director General of the Industrial Safety Bureau under the Ministry of Industry, interpreted the “Industrial Management Law” and relevant ministerial orders issued by the Ministry of Industry regarding the regulation of high-risk equipment and provided an overview of the current status of safety regulation for high-risk equipment in Cambodia. He systematically introduced the categories of high-risk equipment, operational standards, and daily maintenance requirements, while also providing a detailed explanation of the application process for safety and technical performance certificates, highlighting that the inspection and testing results issued by the High-risk Equipment Inspection Center are critical steps in obtaining such certificates.
At the meeting, representatives from High-risk Equipment Inspection Center provided a detailed overview of their inspection and testing services, as well as the complete process for training and assessing personnel engaged in high-risk operations. They conducted a cautionary education session using real-life case studies of accidents involving high-risk equipment, explained the inspection and testing techniques applicable to various types of high-risk equipment, and demonstrated the technical methods for identifying potential hazards in a visual manner.
At the conference, His Excellency Dr. Tung Siny presented certificates of completion to trainees who successfully passed the training and assessment for high-risk equipment operators. He also delivered closing remarks, encouraging all enterprises to fulfil their primary responsibility for workplace safety, prioritize equipment inspections, ensure that personnel hold valid certifications, and continuously improve the level of safety management for high-risk equipment in Cambodia’s industrial sector.
Representatives from the government and business sectors who attended the meeting responded enthusiastically to the proceedings. They unanimously expressed their commitment to conveying the spirit of this meeting back to their companies and industrial parks, actively cooperating with the High-risk Equipment Inspection Center in conducting inspections of high-risk equipment, fulfilling their primary responsibility for safety, ensuring the safe and stable operation of all types of high-risk equipment, and jointly promoting the high-quality development of industrial safety in Cambodia.
