I understand now, maybe she went to bar or club and was drugged.and all shevrember her things in that hotel. so, you can go to the hotel..ask to look for passport copy just say you looking for lost friend. and once you get info call her embassy and tell where she is now and what happened to her.  call the hotline service of the embassy.

if you be too kind enough, you can send her to her own embassy and let them do the rest.
